ANNOUNCEMENT OF FUNDING AVAILABILITY

The EscaRosa Coalition on the Homeless (ECOH), the Collaborative Applicant (CA) for FL-511 Pensacola Escambia/Santa Rosa County Consortium, Continuum of Care announces the Department of Housing and Urban Development’s (HUD) Notice of Funding Availability for the 2016 Continuum of Care Program Competition FN-6000-N-25.

ECOH is seeking requests for submission through the e-Snaps portal of Renewal and Bonus Projects.

HUD priorities for the 2016 Continuum of Care Program includes:

  • Create a systemic response to homelessness
  • Strategically allocate resources
  • End chronic homelessness
  • End family homelessness
  • End youth homelessness
  • End veteran homelessness
  • Use a Housing First Approach

RENEWALS

The CA is required to submit renewal amounts provided by the Final Grant Inventory Worksheets. Renewal projects include Permanent Housing, Transitional, Housing, Homeless Management Information System, and CoC Planning. All RENEWAL projects MUST be submitted into E-snaps prior to 5:00 pm CDT on August 12, 2016.

RENEWAL ELIGIBILITY REQUIREMENTS: By applying for funding all applicants will certify the following:

  • Be a member in good standing, membership dues must be current at time of submittal
  • Pay CoC grant application fees (1% annual of your funding request)
  • Are a participant in the Continuum’s Coordinated intake and assessment system
  • Agree to prioritize participants according to CoC priorities
  • Agree to maintain accurate and timely data in HMIS and to the greatest extent possible utilize HMIS in real time. 

NEW PROJECTS

Permanent Housing (Permanent Supportive Housing or Rapid Rehousing) Bonus Projects are available for the community to apply for as New Projects through the process of reallocation or permanent housing bonus. All NEW PROJECT MUST be submitted into E-snaps prior to 5:00 pm CDT on August 12, 2016.

  • The Continuum of Care has $139,341 available through reallocation for new projects.
    • The types of new projects through reallocation may be: permanent supportive housing projects where all beds will be dedicated for use by chronically homeless individuals and families, rapid rehousing projects that will serve homeless individuals and families coming directly from the streets or emergency shelters and include persons fleeing domestic violence situations, Supportive Service Only projects specifically for a centralized coordinated assessment system, or new dedicated HMIS projects by the HMIS Lead.
  • The types of new projects through the permanent housing bonus must fit into one of the following: Permanent supportive housing that will serve 100 percent chronically homeless individuals and families or rapid rehousing projects that will serve homeless individuals and families coming directly from the streets or emergency shelters and include persons fleeing from domestic violence situation. The estimated amount of funding available for our CoC’s Permanent Housing New Bonus Projects is $80,335. Bonus Project funding is not guaranteed.

NEW PROJECT ELIGIBILITY REQUIREMENTS: By applying for funding all applicants will certify the following:

  • If not currently a member in good standing, become a member and submit dues prior to grant execution.
  • Pay CoC grant application fees (1% annual of your funding request)
  • Participate in the Continuum’s Coordinated intake and assessment system
  • Agree to utilize a Housing First approach
  • Agree to be a low barrier provider of service
  • Agree to maintain accurate and timely data in HMIS and to the greatest extent possible utilize HMIS in real time.

The CoC Selection Committee urges agencies to develop and maintain strong partnerships with the VA to utilize VASH and Changing Homelessness and sub-grantees to utilize SSVF resources to assist homeless veterans and their families. It also acknowledges that, as the Governance Committee, it must work with the community to develop effective strategies to assist unaccompanied homeless youth.

REVIEW PROCESS

The EscaRosa Coalition on the Homeless Selection Committee has an independent review process, criteria and schedule. Projects that are submitted will be ranked according to this procedure. HUD requires all renewal applicants to submit project applications through the HUD e-Snaps portal by 5:00 pm 8/16/2016. All applications will be reviewed and ranked by the CoC Selection Committee August 19, 2016 utilizing the CoC’s Project Priorities and Project Ranking and Scoring Tool approved of by the CoC Board. The CoC Selection Committee will utilize the HUD guidance below priority order in its selection process:

  • Renewal Permanent Supportive Housing
  • Renewal Coordinated Entry
  • Renewal HMIS
  • Renewal Rapid Re-Housing
  • Renewal Transitional Housing
  • New Bonus Projects – Permanent Supportive Housing for Chronically Homeless Households
  • New Bonus Projects – Rapid Rehousing for Homeless
  • New Bonus Projects – Centralized Coordinated Assessment System

Any project applicant that submits a project that was rejected by the CoC in the local competition will be notified in writing by the CoC with an explanation for the decision to reject the project no later than August 23, 2016. Projects may appeal the decision no later than August 26, 2016.

September 1, 2016 – Special Board Meeting to approve listing

September 14, 2016 – HUD Submission Deadline
