EscaRosa Coalition on the Homeless Continuum of Care


The EscaRosa Coalition on the Homeless (ECOH), the Lead Agency for FL-511 Pensacola Escambia/Santa Rosa County Consortium, Continuum of Care announces the State of Florida Notice of Funding Availability for the 2016 Challenge Grant (LPZ#22) for the State Fiscal Year 16/17 funding period.

ECOH is seeking requests from prospective sub grantees interested in providing services to the homeless in Escambia and Santa Rosa Counties. The total amount available for sub grantees is $265,000.

Services for homeless families with children, chronically homeless men and women, homeless unaccompanied youth, and homeless veterans are eligible activities. Priorities for the 2016 Challenge Grant are:

  • Housing First Permanent Housing for Homeless Categories 1 and 4
  • Permanent Housing (Rapid Rehousing)
  • Employment/Education (Opportunities for Homeless Individuals and Families)
  • Low Barrier Emergency Shelter

Ranking and Scoring Criteria


July 13, 2016 – State release of the Challenge Grant Notice

July 21, 2016 – Local Notice issued to ECOH Membership

August 1, 2016 – Local applications due to the ECOH Office (via Mail or Courier by 1:00PM)

August 2-3, 2016 – Project review and ranking

August 4, 2016 – Meeting with Prospective Awardees (Time to be determined)

August 10, 2016 – Challenge Grant submitted to the State (3:00 PM EDT)

Anticipated Notice of Award – September 2, 2016

Anticipated effective date of grant agreement – September 26, 2016
