Announcement of Funding Availability
The EscaRosa Coalition on the Homeless, the Collaborative Applicant (CA) for FL-511 Pensacola Escambia/Santa Rosa County Consortium, Continuum of Care, announces the Department of Housing and Urban Development’s (HUD) Notice of Funding Availability for the 2015 Continuum of Care Program Competition FR-5900-N-25.
ECOH is seeking requests for submission through the e-Snaps portal of Renewal and Bonus Projects.
HUD priorities for the 2015 Continuum of Care Program Competition include:
• Strategic Resource Allocation
• Ending Chronic Homelessness
• Ending Family Homelessness
• Ending Youth Homelessness
• Ending Veteran Homelessness
• Using a Housing First Approach
Renewal Projects
The CA is required to submit renewal amounts provided by the Final Grant Inventory Worksheets. Renewal projects include Permanent Housing, Transitional Housing, Homeless Management Information System, and CoC Planning. Deadline for submitting Renewals to the CA is Oct 20, 2015.
New Bonus Projects
Permanent Housing (Permanent Supportive Housing OR Rapid Rehousing) Bonus Projects are available for the community to apply for as New Bonus Projects.
Permanent Housing Bonus Projects are projects that do not already exist in the community and/or do not currently receive HUD CoC funding. These projects may become renewable if funded by HUD.
New Project for the Permanent Housing Bonus funding must fit into one of the following categories:
• Permanent Supportive Housing projects that will serve 100% chronically homeless families and/or individuals
• Rapid Rehousing projects that will serve homeless individuals and families coming directly from the streets or emergency shelters, including persons fleeing domestic violence situations and other people meeting the criteria of paragraph four (4) of the definition of homelessness.
The estimated amount of funding available for our CoC’s Permanent Housing New Bonus Projects is $200,000 Bonus Project funding is not guaranteed.
Review Process
The EscaRosa Coalition on the Homeless Selection Committee has an independent review process, criteria, and schedule. Projects that are submitted will be ranked according to this procedure.
HUD requires all applicants to submit project applications through the HUD e-snaps portal by October 20, 2015. All applications will be reviewed by the CoC Collaborative Applicant and will be ranked in accordance to the CoC’s project priorities and the Project Ranking Tool approved of by the CoC Board.
This recommendation will be provided to the CoC Selection Committee for approval/ranking on November 2, 2015. The designated Collaborative Applicant will then submit the CoC’s proposal through the HUD e-snaps portal on November 19, 2015.

Announcement of Funding Availability
The ECOH Continuum of Care announces the Department of Housing and Urban Development’s (HUD) Notice of Funding Availability for the 2015 Continuum of Care Program Competition FR-5900-N-25.
ECOH, as the designated Collaborative Applicant for the Continuum of Care is responsible for submitting the CoC’s final application as early as November 19, 2015.
Request for Proposals will be submitted through the e-Snaps portal of Renewal Projects and New Bonus Projects by October 20, 2015, a date established by HUD.

Renewal Projects
The Board of the Continuum of Care elected to apply for the maximum renewal amounts available for the CoC’s currently HUD funded Permanent Supportive Housing projects and for the Homeless Management Information System projects.
New Bonus Projects

The EscaRosa Coalition on the Homeless Selection Committee has established an independent review process, criteria, and schedule. The CA reviewed performance data at the meetings for May and June of 2015. This data will be used to rank renewal projects.
HUD requires all applicants to submit project applications through the HUD e-snaps portal by October 20, 2015. All applications will be reviewed by the CoC Collaborative Applicant and will be ranked in accordance to the CoC’s project priorities and the Project Ranking Rubric approved by the CoC Board.
The CA will submit the CoC’s proposal through the HUD e-snaps portal on November 19, 2015.
